When you report that your copyrighted image is being used you are asked for "proof of ownership" on the DMCA complaint.

Do you require a person uploading an image to prove they are the actual owner of the image?

Hello Michigannut...You must be from Michigan! 8) lol
We do not require 'proof of ownership' of art uploaded to our site. Wallpaper sites accept uploads from all over the world, from members who want to share favorite images for personal use on computer screens.
We instruct our members to use 'Public Domain' art and to respect the Copyright laws.

Desktopnexus Guidelines include:
No Uploading Copyrighted Images
We respect the rights of artists and do not want to violate any copyrights. As such, we require members to only upload wallpapers that are either in the public domain or that were created as original works with a retained legal ability to upload and share the wallpaper on this website. Modifying copyrighted material (adding your artistic flair to another person's work) does not grant you the legal right to claim that image as your own, and a situation like this is a violation of the original artist's copyright. If an artist finds their copyrighted work uploaded to Desktop Nexus and claims your image as in violation under DMCA, it will result in an infraction being placed on your account.
