do you mean upload wallpapers? or... have pictures show up in your posts in the forums and member profiles...
for the 2nd one, pics in your posts, you need to be able to link to your pic, which means that you need find a place on the internet for them to live. if you don't have your own website/web hosting account, then you need an image hosting service, like
photobucket { which has both free and paid accounts }, where you can upload images that you like, and then link to them.
i have always had my own domain names and websites, so i have not needed an image hosting service. but that is basically it... once your pics have a place to live on the internet, then you can link to them and they will show up in posts you make.
